Preheat oven to 350°F. Line an 8x8 pan with parchment paper.
Melt 1/2 cup + 2 tbsp butter. Let it cool slightly (still warm, not hot).
Add 1 cup granulated sugar to the warm butter. Whisk vigorously for 1–2 minutes until thick and glossy.
Add 2 eggs, 1 extra egg yolk, and 1 tsp vanilla. Whisk hard for 2–3 minutes until the batter becomes slightly lighter, thick, and shiny.
Add 1/2 cup flour, 1/2 cup cocoa powder, and 1/2 tsp salt. Mix gently just until combined. Do not overmix.
Pour batter into prepared pan and smooth the top. Tap the pan lightly to remove air bubbles.
Bake for 20–25 minutes, until edges are set and the center is slightly soft.
Heat heavy cream in a sauce pan till hot but not boiling.
Add to bowl with chocolate chips & butter.
Allow cream to melt chips and butter then stir.
Pour on the cooled brownies and top with rainbow chips.
