Place the cubed potatoes in a pot of salted water, bring to a boil, and cook for 15 minutes until fork-tender. Drain well.
Mash the potatoes with 2 tablespoons of butter, heavy cream, half the minced garlic, salt, and black pepper until smooth and creamy. Keep warm.
Toss the cauliflower florets with a drizzle of olive oil, salt, pepper, and the remaining garlic. Roast in an oven preheated to 400°F (200°C) for 15-20 minutes until tender and lightly browned.
Pat the salmon fillet dry with paper towels and season both sides with salt and black pepper.
Heat olive oil and the remaining 1 tablespoon of butter in a skillet over medium-high heat. Place the salmon skin-side down in the pan and sear for 4-5 minutes until the skin is crispy.
